Russia की नई पहल: RIC (Russia-India-China) Forum को फिर से सक्रिय करने की कोशिश और इसके रणनीतिक मायने
Russia ने एक बार फिर संकेत दिया है कि वह RIC format (Russia-India-China) के तहत trilateral cooperation को revive करना चाहता है। Moscow का मानना है कि मौजूदा दौर में, जब दुनिया तेज़ी से multipolar world order की ओर बढ़ रही है और Western bloc बनाम non-Western world की geopolitical competition तेज़ हो रही है, तब RIC जैसे Asia-centric strategic coordination platforms की relevance पहले से कहीं ज़्यादा बढ़ गई है।
RIC framework कोई नया विचार नहीं है। इसकी conceptual शुरुआत लगभग दो दशक पहले हुई थी, जब तीनों देशों ने यह महसूस किया कि global governance, international financial institutions और security architecture में Western dominance को balance करने के लिए large emerging powers को आपस में coordinate करना चाहिए। कुछ वर्षों तक RIC meetings और dialogues चलते भी रहे, लेकिन बाद में यह format धीरे-धीरे inactive हो गया।
इसका सबसे बड़ा कारण रहा India-China relations में बढ़ता तनाव, खासकर border disputes और strategic trust deficit। 2020 के बाद से relations और भी strained हो गए, जिसके कारण India के लिए China के साथ किसी भी trilateral strategic format में active participation politically और diplomatically sensitive बन गया।
अब Russia इस format को दोबारा activate करना चाहता है, और इसके पीछे Eurasian geopolitics और Russia की अपनी strategic compulsions हैं। Western sanctions, Ukraine conflict के बाद बढ़ता isolation और economic pressure — इन सबके बीच Moscow यह चाहता है कि वह non-Western powers के साथ coordination को institutional रूप दे, ताकि एक alternative geopolitical and economic architecture को मजबूती मिल सके।
Russia की नज़र में India और China — दोनों ही:
- Global South के बड़े प्रतिनिधि हैं
- BRICS और SCO जैसे groupings के core members हैं
- और future multipolar world के key poles माने जाते हैं
इसलिए Moscow चाहता है कि RIC को फिर से एक strategic dialogue platform के रूप में इस्तेमाल किया जाए, जहाँ regional security, connectivity, trade, energy और global governance reforms जैसे मुद्दों पर coordination हो सके।
हालाँकि Indian strategic community इस प्रस्ताव को लेकर काफी cautious है। India के लिए सबसे बड़ा सवाल है:
क्या RIC format में meaningful cooperation तब संभव है, जब India-China bilateral relations खुद trust deficit से जूझ रहे हों?
Experts का मानना है कि India के लिए RIC में सक्रिय भूमिका निभाना तब तक मुश्किल रहेगा, जब तक:
- Border tensions ease नहीं होतीं
- Military disengagement और de-escalation credible तरीके से आगे नहीं बढ़ता
- और overall strategic confidence rebuild नहीं होता
दूसरी तरफ, कुछ analysts यह भी मानते हैं कि multilateral formats जैसे RIC कभी-कभी bilateral tensions को manage करने का indirect channel भी बन सकते हैं। यानी, पूरी तरह cooperation न सही, लेकिन dialogue open रखने का एक मंच तो मिल ही सकता है।
China के लिए भी RIC का revival अपने geopolitical calculus का हिस्सा हो सकता है, खासकर ऐसे समय में जब:
- US-China strategic rivalry तेज़ है
- Indo-Pacific में alignments बदल रहे हैं
- और Beijing Global South में अपनी diplomatic positioning मजबूत करना चाहता है
Wider context में देखा जाए तो RIC revival की बात BRICS, SCO और Global South diplomacy से भी जुड़ी हुई है। अगर यह format किसी हद तक भी functional होता है, तो यह Asia-centric geopolitics और non-Western coordination को एक और institutional layer दे सकता है।
लेकिन ground reality यही है कि:
RIC का future largely India-China relations की trajectory पर depend करेगा, न कि केवल Russia की इच्छा पर।
👉 Why it matters: अगर RIC format किसी meaningful रूप में revive होता है, तो यह multipolar world order, Eurasian geopolitics और Global South coordination को नई दिशा दे सकता है। लेकिन इसकी सफलता या असफलता इस बात का संकेत होगी कि Asia की दो सबसे बड़ी powers — India और China — आपसी differences को किस हद तक manage कर पाती हैं।
